Library Rules and Regulations
Introduction & Scope
Rules governing the administration and use of DVS Library & Information center shall come in to force from 01st October 2021. It shall be binding on each and every member/user of the DVS Library. All the previously existing library rules and practices shall be superseded by these rules.
MOBILES AND IPODS ARE STRICTLY PROHIBITED IN THE LIBRARY PREMISES. IF FOUND USING THE SAME WILL BE CONFISCATED OR HANDEDOVER TO THE HEAD OF THE INSTITUTION.
2. ELIGIBILITY FOR THE MEMBERSHIP:
All Students, faculty members, supporting staff of the DVS.
3. PROCEDURE FOR ENROLLMENT:
3.1 Borrowing facilities are given only to the member of the library against Borrower’s Ticket/card
3.2 The membership shall be for one academic year only and shall be renewable every year.
3.3 Membership may be cancelled at any time by the Chairman of the Library Committee on the recommendation of the Member Secretary on valid ground
4. CIRCULATION RULES:
4.1 Staff and students of the college should display their ID cards at the time of issue and return of the books.
4.2 10 Books will be issued to Faculty members for a period of one semester. Borrowed documents must return before they go for vacation.
4.3 New Books can only be issued after technical processing has been completed.
4.4 Reference books, rare books, unbounded periodicals may not be issued generally except with the written permission of the librarian.
4.5 The members shall be allowed to refer books in the Library only after submitting their ID Card to the Librarian.
4.6 Student will not be issued the same book returned on the same date. Similarly any book issued can not be returned to the Library on the same date.
4.7 No faculty/student can take two books of the same title and author.
4.8 The faculty shall be issued the books only for the subject that has been assigned to them.
4.9 The students should deposit the prescribed amount to retaining the books for exams. The caution deposit will be refunded after returning the borrowed books.
4.10 The librarian shall have the power to refuse the issue of a book to any member or he can recall any book without assigning any reason thereby.
5. RENEWAL OF LOAN:
5.1 Documents borrowed should be presented physically for renewal.
5.2 Documents will be renewed only if there are no reservations.
5.3 In case there are reservations, the documents will be retained, the borrower will be discharged and the document will be allotted to the borrower foremost in the reservation list.
6 OVER DUES :
6.1 If books are not returned on due date, an overdue charge of One rupee per day will be charged.
6.2 The librarian can refuse to issue books to defaulters.
6.3 All members should return the books borrowed from the library before they proceed on a long period of leave.
6.4 The student members shall return all the library books on or before the last working day of the College.
6.5 Books which are issued on Deposit scheme should return on the last day of the final exam or before. Else an overdue charge of Rs 10/- per day per book will be charged from the last date of the final exam.
6.6 If a member does not pay the library dues, the privilege of borrowing books may be suspended till he/she pays the requisite amount.
6. 7. Any recovery once debited shall not be refunded.
7. REMINDERS: Librarian may send reminders for the overdue books.
8. LOSS OF BOOKS /DAMAGE:
In case any book is lost /damaged by the member, the member shall replace the book or pay the double the cost of the lost book with Rs. 50/- processing fees. If one book lost in the volumes of the set, the reader has to replace the whole set.
9. LOSS OF TICKETS:
The members are responsible for the Borrower’s Cards issued to them. In case of loss of Borrower’s Card, the borrower must report immediately to the Librarian.
GENERAL RULES:
1 Every person who enters the library shall sign the gate register in token of his/her acceptance to adhere to the rules of the library.
2 No personal belongings shall be allowed except for purses and notebooks. These shall be deposited at the property counter.
3 The readers shall maintain silence within the library premises.
4 No reader is allowed to sleep in the library premises.
5 Eating/loud conversation/chewing and similar objectionable acts are not allowed and are strictly prohibited in the library.
6 Borrowers will be held responsible for any damage or mutilation of the document noticed at the time of returning. Hence it is in the interest of the borrower to verify at the time of borrowing, whether the document is in good condition or not, and report damage/mutilation if any, to the library staff.
7 The Library staff are authorized to check any user for documents brought into or taken out of the Library.
8 The readers are liable for punishment and fine if found misbehaving or indulging in the process of book hiding, stealing, mutilate, write, mark or damage the books or any other property of the library.
9 The reader shall behave in a civilized manner. The librarian may expel any person if the presence of such a person is liable to break the peace.
10 Please do not reshelf the books/journals after use, leave them on the table. The library staff shall reshelf them.

12 Contravention of the above rules will entail suspension/cancellation of membership or any other corrective action that the management may think it.
13 No dues certificate will be given only after returning all books, library tickets, and dues to the library.
